Our client is one of the most distinctive technology employers in the Romanian market: the engineering hub of a major international banking group, where local teams don't just execute specifications — they own products end to end, building core banking systems, global payment platforms, and AI-driven solutions used across dozens of markets worldwide. The hub has grown from a small development center into an organization of thousands of engineers, and is widely regarded as one of the most attractive — and most selective — tech employers in the country. Selectivity is the operative word. This is an organization that hires almost exclusively at senior level, against a demanding engineering bar, in the most competitive segments of the market: Java and backend engineering, data management and analytics, solution architecture, DevOps, cybersecurity, and risk technology.
The Challenge: Sustained Volume, Senior Bar, Uncertain Times
Hiring 150+ senior technologists per year is not a project — it is a production line. But building that production line in-house comes with a problem every technology leader in the market now knows intimately: uncertainty. Hiring plans in tech have become volatile. Volumes surge with new programs and contract overnight with budget cycles. Committing to a large permanent internal recruitment team means carrying fixed cost through the troughs — and being understaffed at every peak. Under our Recruitment as a Service model — also known as embedded recruitment or RPO — our consultants work as a dedicated, integrated extension of the client's talent acquisition function:
- Embedded, not external. Our consultants operate inside the client's processes, tools, and employer brand — attending their meetings, working with their hiring managers, representing them to candidates. To a candidate, the experience is seamless.
- Senior consultants, not CV forwarders. The consultants we deploy on this engagement are experienced technology recruiters capable of independently closing the most complex roles — architects, staff-level engineers, niche data and security profiles — without hand-holding. This is the difference between renting capacity and renting capability.
- Elastic by design. The team scales up or down with the client's actual demand — the entire point of the model.
- Fixed, predictable cost per consultant. Instead of per-placement fees that punish volume, the client gets a stable monthly cost and unlimited throughput per consultant — dramatically more efficient at these volumes.
The Delivery
Year 1: Three consultants. ~150 senior roles closed. A dedicated team of three of our consultants, fully embedded in the client's operation, closed approximately 150 senior technology positions in the first year — a sustained pace of roughly one senior hire per consultant per week, maintained for twelve months, at one of the highest engineering bars in the market. Year 2: The stress test. The client came to us with a surge: hiring demand was spiking, and they needed the embedded team doubled — three additional consultants — for a six-month window, mobilized fast. This is exactly the scenario the model exists for, and exactly where most partners fail: finding senior recruitment consultants who can absorb a complex technical environment and be productive within weeks is its own recruitment challenge. We scaled the team with three additional consultants within the deadline agreed with the client, ran the six-month surge, and then scaled back down when demand normalized — no severance, no restructuring, no residual fixed cost for the client. Beyond Romania: Spain, with Employer of Record. When the client's group opened its newest technology entity in Spain, our scope extended across borders: we provided both recruitment and Employer of Record services for the Spanish entity — hiring talent onto our infrastructure so the client could build its team there without waiting for local administrative setup.
